Government communication during COVID-19 pandemic

The topic of communication by the government of the Czech Republic during the COVID-19 pandemic is still poorly mapped. The pandemic crisis has been going on since the end of 2019, when the first mentions of the threat in the form of the new Sars-CoV-2 virus, better known by the name of COVID-19, began to appear. In the communication of the government of the Czech Republic, there were both bright and dark sides, which are definitely worth analyzing. In connection with the pandemic crisis, more than 35,000 citizens died in the Czech Republic, and several controversial issues arose during the events related to the pandemic, which divided Czech society, and the government's communication had a hard time calming down the whole situation. The government of the Czech Republic has also been attacked for a long time for insufficient communication, mediation of information and overall communication and managerial incompetence, and it is attributed to the general number of deaths of Czech citizen. Compared to countries such as Sweden, Israel or neighboring Austria, there was a noticeably higher number of deaths in the Czech Republic. The clerical governments in the context of a government system in the Czech Republic. Reasons for the creation, evaluation of activities, causes of popularity

The presented thesis gives a comprehensive overview of the development of government systems in the Czech Republic since its inception in 1993 until the elections to the Parliament of the Czech Republic in 2010. The main attention will be paid to the reasons for an occurrence of clerical governments, to the evaluation of their activities and to the causes of their popularity among the Czech public. The basis for meeting the objectives of this thesis was the study of literature, documents and publications dedicated to the issue of Czech governments. Important sources of information were electronic resources of state institutions, such as the Government of the Czech Republic, the Parliament of the Czech Republic, the Constitutional Court, the Czech Statistical Office, etc., but also data from polls conducted by reputable companies such as STEM, Ltd. or the Center for Public Opinion Research. The main research method are the semi-structured discussions with the direct players ( former ministers of the clerical government of Josef Tošovský and also of Jan Fischer ), with the Czech political scene experts and also with the present high politicians and the candidates for a president that was elected in January 2013.
The Impact of the Economic Crisis on the Work of Regional Libraries in the Czech Republic

(in English): The thesis describes the current economic crisis, to which the Government responded by a set of restrictive measures of public finance. The main attention is paid to the research whether the current financial crisis and government austerity measures influenced the activities of the regional libraries in the Czech Republic and whether they compromised the quality of services provided to the public. The introductory chapter briefly describes the activities of the regional libraries, the most important legislative documents, defines standards of public information services and the development concept. The next chapter is focused on the theoretical definition of the financial crisis and its typology, summarizes its reasons and its historical context. The third chapter briefly approaches the main cases of the current financial crisis in the United States and its impact on European markets, the course of the financial crisis in the United Kingdom and how it influenced the public library sector. The next chapter briefly describes the financing of the public sector in the Czech Republic with a focus on libraries, the current financial crisis in the Czech Republic and the political development in the country since 2006. 'NERV' its functioning and activities towards government

This paper points out to ambiguous relationship between the government CR and The government's National Economic Council (NERV). The reason for such defined relationship was indefinite establishment of NERV as an advisory body in 2009; Government political instability and lack of government on socio-economic recommendations during the boom period. The members of NERV were one of the best experts in the field of economics, finance, banking etc. providing the advisory services voluntarily. The Council was working in two phases, the first phase (2009) during the Topolánek's reign and the second one (2010 - 2013) during the Nečas's reign. In case of the Topolánek's reign NERV was not statutorily established and its task was to find the solutions for the Czech Republic at the beginning of the economic recession. In case of the Nečas's reign, The Council was appointed by the government resolution. During the second phase of NERV, there was prepared a document for the Czech competitiveness strategy. This paper offers more detailed description of NERV in terms of the four selected comparable advisory bodies, as well as the analysis of the interviews with former members and assistants from NERV in connection with the analysis of government documents and materials. The corruption rate in the Czech Republic: Government's political solutions in 2010-2017

The bachelor thesis "The corruption rate in the Czech Republic: Government's political solutions in 2010-2017" deals with anti-corruption policy at the governmental level. The first part pays attention to corruption from a theoretical point of view. The analytical part focuses on the activities of governments in the fight against corruption as well as on the development of Corruption Perception Index (CPI) in the monitored period. During years 2010-2017 there were four governments in the Czech Republic, including two caretaker ones. Jan Fischer's government did not explicitly determine anti-corruption policy objectives, so they acted according to current need. Caretaker government of Jiří Rusnok acted similarly, because in addition this cabinet lost vote of confidence in the Chamber of Deputies. In contrast to it, the government of Petr Nečas called itself "A Coalition of Budgetary Responsibility, the Rule of Law and the Fight against Corruption". Corruption has been one of the main topics of the Coalition Agreement and the Government's Program Statement, on which were based two anti- corruption strategies. Conflict over competences after introduction of direct election of the president in the Czech Republic

This bachelor thesis is concerned with question of competence in the Czech republic between president and others state constitutional authorities after the introduction of direct presidential election and after electing Miloš Zeman as president. The thesis examines the parts of the Constitution where there is the possibility of occurrence of question of competence or where there are different interpretations. The main aim is to describe and analyze question of competence between Miloš Zeman and others constitutional authorities. Based on these disputes, this bachelor thesis offers modifications of the Constitution of the Czech Republic which could prevent similar disputes. The result of bachelor thesis is appreciation whether introduction of direct elections had an impact on the incidence of question of competence or it is associated with Miloš Zeman.

Předkládaná bakalářská práce se zabývá vznikem vlády volbách do poslanecké sněmovny, které se konaly na začátky června roku 2006. Kromě samotných povolebních jednání se pozornost věnuje i na období předvolební kampaně. Představeny jsou základní přístupy ke zkoumání koaličního vládnutí a typologie (koaličních) vlád. Tento teoretický základ je v závěru uplatněn k analýze vlád, jež působily v České republice v letech 1992-2006.
